Buckeye, a town of nearly 51,000 residents mostly nestled along Interstate 10 about 30 miles west of downtown Phoenix, has come with a creative way of supervising construction in a bad economy. The town has tapped Woody Scoutten, the town's private engineer, to also become the development-services director.
